Historic Increase to the Parents and Grandparents Program
In a welcome move for many families across Canada, Immigration, Refugees and Citizenship Canada (IRCC) has officially increased the cap for the Parents and Grandparents Program (PGP) in 2025. The new cap allows for 25,000 sponsorship applications—a significant jump from the previous 15,000.
This expansion, announced through Ministerial Instructions published in the Canada Gazette on March 22, 2025, signals Canada’s ongoing commitment to family reunification, a cornerstone of the country’s immigration policy.
A Turnaround from Earlier Plans
Initially, IRCC had indicated there would be no new intake under the PGP in 2025, as the department planned to focus exclusively on processing applications from the 2020 intake pool. However, the updated instructions mean that new applications will now be accepted in 2025, alongside the pending cases.
The 2020 interest-to-sponsor pool has been the only source for PGP invitations for the past few years due to high demand and limited space. This change offers new hope to those who have waited patiently since 2020 for their chance to bring loved ones to Canada.

Approved applicants under the PGP receive Canadian permanent residence, granting them the ability to live with their families in Canada. For many immigrants, this means reuniting with parents or grandparents who play a crucial role in family life, caregiving, and emotional support.

For families not selected under the PGP, Canada continues to offer the Super Visa—a multiple-entry visa valid for up to 10 years, with individual stays of up to 5 years per visit. It also offers an optional two-year extension without needing to leave the country.
Super Visa applicants must meet specific eligibility criteria, including proof of private medical insurance and a letter of financial support from their Canadian sponsor. It’s a flexible option that allows families to stay connected while they await permanent sponsorship opportunities.
What Sponsors Should Do Now
Canadian citizens and permanent residents who submitted their interest to sponsor form in 2020 are advised to keep an eye on their email and IRCC updates, as new invitations may now be issued.
With the increase to 25,000 available spots, many families will have a renewed opportunity to bring their parents or grandparents to Canada through permanent immigration pathways.
